Bulgaria's Parliament endorsed on 29 of February at the first reading the 3 bills of amendment to the Public Estate Act, put forth by Eleonora Nikolova from counteraction Union of Democratic Forces, free member of Parliament (MP) Maria Kapon and Remzi Osman from the co-ruling Movement for Right and Freedoms (MRF).
One day earlier, law-makers discussioned the suggested amendments, focusing particularly on the new adjustment regarding the swap of municipal estate.
Osman's amendments, backed by the managing coalition, provide for an easier approach to land owned by local administration, without any competitive tenders, Dnevnik daily announced. Although aimed to help people without peculiar housing, the counteraction MPs disputed that the amendments would spur venality practices.
“You get a homeless person, or one without proper housing, and have him get the leave to construct on municipal land, then you take him to the notary and he transfers his rights over the land to you,” MP Atanas Atanasov from opposition Democrats for Strong Bulgaria told.
